Establishes the Washington Health Care Board to design and implement the Washington Health Plan, providing all medically necessary health care services to all state residents

Board consists of 19 governor-appointed members serving four-year terms, including 5 employer representatives, 6 health care providers (physicians, nurse, mental health provider, dentist, naturopath), 1 facility director, and representatives from labor, tribal communities, and state agencies

Board responsibilities include designing the plan, conducting actuarial and economic analyses, hiring staff, setting implementation timelines, submitting federal waivers, and making legislative recommendations on benefits, eligibility, provider payments, and financing

Plan implementation requires three conditions: obtaining a federal waiver for state-based universal health care, receiving federal funding, and passage of necessary implementing legislation by the legislature

Act takes effect only upon enactment of federal law authorizing states to obtain waivers for state-based universal health care plans with federal funding
