Requires the Universal Health Care Commission to submit final recommendations for a universal health care system by December 1, 2027, covering eligibility, benefit design, provider reimbursement, financing, and governance

Mandates establishment of three advisory committees by December 1, 2028: a finance committee (state financial experts), a citizen committee (representing health, business, labor, tribal, disability, and consumer interests), and a provider committee (health care delivery experts)

Requires the commission to draft legislation establishing a universal health care system by December 1, 2029, meeting objectives set forth in Senate Joint Memorial No. 8004 (2025)

Requires the Health Care Authority to begin any necessary federal application process within 60 days of federal authority becoming available for unified health care financing

Amends RCW 41.05.840, which originally established the Universal Health Care Commission in 2021 to prepare Washington for a single-payer or unified financing health care system
