Expands eligibility for children of disabled or deceased veterans to receive tuition waivers by allowing them to qualify under federal eligibility periods in 38 U.S.C. Sec. 3512, as an alternative to the existing age requirement of 17-26 years old

Extends the same federal eligibility period option to surviving spouses and domestic partners, providing an alternative to the current 10-year time limit for receiving waiver benefits

Applies to Washington state universities, regional universities, The Evergreen State College, and community and technical colleges

Maintains existing benefits including full tuition and fee waivers, up to 250 quarter credits, and a $500 annual textbook stipend for qualifying survivors of veterans who died, became totally disabled, or were determined to be POW/MIA due to active federal military service
