Expands the advisory committee for the Office of Homeless Youth Prevention and Protection Programs by removing the previous 12-member cap and specifying minimum representation requirements for each stakeholder category

Adds two new required membership categories: at least two individuals over age 25 who experienced homelessness or involvement with publicly funded care systems while ages 12-24, and at least two individuals representing disproportionately affected populations (tribal affiliation, people of color, people with disabilities)

Allows young adults serving on the advisory committee who turn 25 during their term to complete their term despite aging out of the "young adult" designation

Removes outdated provisions referencing the 2016 operational deadlines and initial meeting requirements for the office and advisory committee
