Establishes a green fertilizer incentive program within the Department of Agriculture to promote in-state production and use of nitrogen fertilizer with at least 80% lower lifecycle greenhouse gas emissions than conventional natural gas-based production

Program may include price-based reimbursement grants or point-of-sale rebates for farmers, production-based incentive payments to manufacturers, and equipment/training grants for new application technologies

Eligible participants include Washington farmers, green fertilizer producers and distributors, tribal governments, and tribal agricultural cooperatives

Department must adopt implementing rules by July 1, 2028, and submit a preliminary report to the legislature by December 1, 2027 covering program design, cost modeling, and implementation readiness

Funding authorized from the Climate Commitment Act accounts (chapter 70A.65 RCW), with all expenditures required to comply with state environmental justice and equity provisions
