Declares the Fairfax bridge failure and permanent closure on April 22, 2025 an emergency requiring immediate action, directing the Department of Transportation to restore access across the Carbon River via State Route 165 as soon as possible

Grants the Transportation Secretary emergency authority to waive or suspend statutory obligations including interlocal agreement liability, labor inspection fees, utilities commission regulations, and tax due dates/penalties to expedite bridge replacement

Exempts project activities from Executive Order 25-07 provisions

Amends the Climate Commitment Account (RCW 70A.65.260) to allow the legislature to provide full funding during the 2025-2027 and 2027-2029 fiscal biennia for emergency infrastructure replacement on SR 165 caused by failure to address climate impacts

Takes effect immediately as emergency legislation necessary for public peace, health, safety, and support of state government
