Amends the Washington Clean Energy Transformation Act (CETA) to allow electric utilities to count electricity from natural gas power plants equipped with carbon capture technology toward the state's 2030 greenhouse gas neutrality and 2045 100% clean electricity requirements

Requires carbon capture systems to have a minimum design capacity of capturing at least 75% of baseline carbon dioxide emissions from each natural gas facility

Adds a new statutory definition for "carbon capture and utilization, mineralization, or sequestration technology" as technology that captures CO2 emissions for reuse, storage, or permanent sequestration to prevent atmospheric release

Expands the definition of "distributed energy resource" to include electricity from natural gas systems with carbon capture technology, alongside existing categories of nonemitting and renewable generation

Modifies administrative penalty provisions to exempt gas-fired power plants from penalties when operated with qualifying carbon capture technology that meets the 75% capture threshold
