Creates the youth development fund account in the state treasury to receive gifts, grants, federal funds, and legislative appropriations for youth development programs serving ages 5-24

Authorizes the Superintendent of Public Instruction to distribute grants to nonprofit entities, federally recognized Indian tribes, and city/county parks and recreation entities for programs including mentoring, after-school programs, STEM, arts, outdoor education, and career pathways support

Requires geographic distribution across all nine educational service district regions, with priority for areas with least access to youth development opportunities and underserved populations including foster youth, homeless youth, youth in poverty, and American Indian/Alaska Native students

Mandates tribal consultation through the Office of Native Education when designing grants affecting tribal applicants, including reporting requirements that respect tribal data sovereignty

School districts and educational service districts may only apply when partnering with community-based organizations or when no nonprofit programs exist in their location
