Caps interest on medical debt at 1% simple interest per year, down from the previous 9% limit, applying to both new and unpaid medical debt before and after court judgments

Prohibits any interest from being charged on medical debt during periods when the debt is subject to required reduction or waiver under charity care laws (chapter 70.170 RCW)

Prohibits interest on medical debt that is later determined to be invalid, not lawfully owed, or not legally enforceable

Amends RCW 19.52.010, which sets the default 12% annual interest rate for loans when no written agreement specifies otherwise
