Port districts and port development authorities may use available funds to purchase zero and near-zero emissions cargo handling equipment and supporting infrastructure for use by the port, its tenants, or lessees.

Port districts and port development authorities are prohibited from using funds to purchase fully automated marine container cargo handling equipment.

"Fully automated" equipment is defined as remotely operated or remotely monitored equipment, with or without human intervention or control.

Removes the original December 31, 2031 expiration date, making these provisions permanent.
