Authorizes cities, towns, code cities, public utility districts, and joint operating agencies to contract for the "capability" of renewable or nonemitting electric generation projects, not just actual energy output

Updates existing contracting authority by replacing the outdated "qualified alternative energy resources" definition (RCW 19.29A.090(3)) with the current "renewable resource or nonemitting electric generation" definitions from the Washington Clean Energy Transformation Act (RCW 19.405.020)

Allows contracts to require payments whether or not a project is completed, operable, or operating, and regardless of any suspension, interruption, or curtailment of output

Removes previous restrictions that prohibited cities or districts from entering contracts committing them to pay amounts exceeding express dollar limits or per-unit rates

Amends nine existing RCW sections governing contracting authority for first-class cities, second-class cities, towns, code cities, public utility districts, and joint operating agencies
