Amends RCW 82.04.050 to exclude sales to "distributing organizations" as defined in RCW 69.80.020 (which includes food banks) from the definition of "sale at retail" or "retail sale"

Exempts food banks from retail sales tax on services including: information technology services, custom website development, security services, temporary staffing, advertising services, and live presentations

Exempts food banks from retail sales tax on digital goods, digital codes, and digital automated services

Excludes the bill from the standard tax preference performance statement requirements under RCW 82.32.805 and 82.32.808
