Amends RCW 36.70A.130 to add new requirements when counties revise urban growth area boundaries to accommodate development pressure without increasing total urban growth area size

Requires that less than 15% of areas added to urban growth areas be critical areas, excluding critical aquifer recharge areas from this 15% limit

Prohibits revised urban growth areas from resulting in a net increase of critical aquifer recharge areas within the urban growth boundary

Defines "critical aquifer recharge areas" as areas previously designated by the county that must be maintained per county development regulations within the expanded urban growth area

Applies specifically to situations where counties are reshaping (not expanding) urban growth boundaries to respond to development patterns while protecting groundwater resources
