Limits the Department of Social and Health Services to one annual routine review per community residential service business provider in each of six subject areas: client finances, client service plans, federal compliance, client community integration, provider finances, and general quality assurance

Requires the department to combine review activities across multiple subject areas where possible to reduce administrative burden on providers serving over 87% of clients in residential services for individuals with intellectual and developmental disabilities

Exempts incident reports, complaint investigations, citation follow-ups, mortality reviews, and federally or state-mandated oversight activities from the annual review limitation

Mandates the department adopt rules or policies requiring document and record sharing between department divisions to prevent duplicate requests for previously submitted materials

Allows exceptions to document sharing requirements for ongoing investigations or when confidentiality requirements prohibit sharing
