Establishes a Washington division of civil air patrol consisting of volunteer civilian members from the Washington wing of the federally chartered civil air patrol

The commanding officer of the Washington wing serves as head of the division, with provisions for an acting commanding officer if the position is vacant or the officer is unable to serve

Division may be called to active state service by the governor and authorized to cooperate with state agencies, political subdivisions, and federally recognized tribes for cadet training, communications, disaster relief, cyber security missions, and search and rescue operations

Division head may enter into agreements with state entities and tribes for cooperative services and accept reimbursement for expenses incurred

Creates a new chapter in Title 38 RCW (Military Department) while preserving all existing rights, powers, and federal cooperation authority of the Washington wing of civil air patrol
