Public bodies may use design-build procedures for public works projects exceeding $2,000,000 when construction is highly specialized, offers innovation/efficiency opportunities, or would achieve significant time savings

Major capital projects exceeding $10,000,000 require predesign approval from the Office of Financial Management, including evaluation of facility requirements, exploration of at least three project alternatives with life-cycle cost analysis, and value-engineering analysis

Minor works projects are defined as $25,000 to $2,000,000 (up to $4,000,000 for higher education), with administrative fees capped at 4% and restrictions on using funds for phased larger projects, land acquisition, or funding shortfalls
