Removes provisions allowing temporary practice permits for nonresident engineers and surveyors practicing up to 30 days annually, and eliminates outdated references to partnerships and joint stock associations for certificate of authorization

Renames the "professional engineers' account" to the "board of registration for professional engineers and professional land surveyors' account" and authorizes fund transfers to the state general fund during the 2025-2027 fiscal biennium
