Exempts individual survey responses voluntarily provided by state employees, vendors, or contractors to engagement and improvement surveys from public disclosure, while allowing release of deidentified, anonymized, or aggregated data

Exempts individual student responses to the Healthy Youth Survey administered by the Health Care Authority from public records disclosure

Adds definitions for "aggregated," "anonymized," and "deidentified" data to clarify when survey information may still be released in summary form

Adds hate crimes to the list of qualifying circumstances under which employees can request their personally identifying work information be exempt from disclosure

Section 1 expires June 1, 2028, at which point Section 2 (containing updated cross-references to the cosmetology licensure compact) takes effect
