Authorizes Washington's school information processing cooperative to develop and maintain a statewide digital transcript file standard and secure platform-independent environment for exchanging transcript data between K-12 schools and postsecondary institutions.

Requires student or parent/guardian express permission for disclosure of digital transcript data, with permission being revocable.

Mandates participation by school districts, charter schools, state-tribal education compact schools, and public institutions of higher education; private four-year nonprofit institutions may participate voluntarily.

Eliminates the need for individual bilateral data-sharing agreements between participating entities by satisfying authorization requirements through system participation.

Establishes governance oversight for transcript content, compliance, and ongoing evolution of the digital transcript standard.
