Requires the Health Care Authority and Department of Social and Health Services to collaborate on identifying Medicaid enrollees who have moved out of Washington state, using data from other income-based programs like food stamps

Mandates a process by January 1, 2027 to regularly verify addresses of Medicaid enrollees using USPS mail returns, national change of address database, managed care organization records, and other CMS-approved data sources

Requires monthly submission of enrollee Social Security numbers and other data to federal CMS beginning October 1, 2029 to prevent individuals from being simultaneously enrolled in Medicaid programs in multiple states

Creates the "Supporting Science, Technology, Engineering, and Mathematics Education Account" in the state treasury, funded by recovered premiums from managed care contracts for enrollees who moved out of state without receiving services

Requires the State Auditor to conduct a performance audit by December 31, 2031 examining concurrent Medicaid enrollment costs and progress since the 2024 audit report
