Counties, cities, towns, and the Washington State Department of Transportation may designate "accident risk zones" on public roads with high accident rates to allow time for investigation and safety improvements.

A public hearing must be held before final establishment of any accident risk zone, allowing residents to view and comment on the proposed zone map.

Engineering and traffic investigations are required within designated zones to identify safety improvements, including potential speed limit adjustments.

Traffic infractions for speeding or collision-related violations in accident risk zones carry double the standard monetary penalty under RCW 46.63.110, provided signs are posted notifying drivers of increased penalties.

Half of the doubled penalty revenue must be deposited into a dedicated account for engineering studies, signage, safety improvements, and increased law enforcement in the zone; zones must be dissolved once safety improvements are implemented or may be dissolved by petition of 10% of affected property owners, residents, or business owners.
