Expands law enforcement authority to use pen registers, trap and trace devices, and cell site simulator devices to locate missing endangered persons, not just for criminal investigations, allowing a single officer to authorize emergency use without prosecuting attorney approval in missing person cases

Broadens search warrant authority to include seizure of evidence that may aid in locating a missing endangered person

Establishes 12 factors courts may consider when determining probable cause for community caretaking functions in missing person cases, including suicidal ideation, lack of medication access, abandonment of personal items, developmental disabilities, and dementia

Expands the definition of "missing endangered person" to include persons with physical, mental, or sensory disabilities, suicidal ideation, and minors at risk of human trafficking, and adds "ebony alert" and "purple alert" designations to the state's endangered missing person advisory system

Creates a new public records exemption protecting information obtained during missing endangered person investigations where disclosure could endanger a person's life, physical safety, or property
