Adds the Department of Natural Resources as an eligible employer under the Law Enforcement Officers' and Firefighters' Retirement System (LEOFF) Plan 2 when employing firefighters meeting National Wildfire Coordinating Group qualifications

Expands the definition of "firefighter" to include full-time wildland or aviation firefighters, where "full time" means expected to be employed for at least 160 hours per month for more than six months per year

Allows DNR wildland and aviation firefighters to receive LEOFF Plan 2 retirement benefits, which typically include earlier retirement eligibility and enhanced benefits compared to other state retirement plans

Amends RCW 41.26.030 to incorporate these changes into existing retirement system definitions and employer eligibility requirements
