Amends RCW 79A.15.060 to make the habitat conservation account available for grants to private landowners when mitigation costs required by the Department of Fish and Wildlife or Department of Ecology exceed typical mitigation fees for equivalent impacts in the same region

Provides grants to landowners when mitigation requirements result in the loss of more than 50 percent of the financial benefit from the current use of their property

Declares legislative intent that habitat preservation should not come at the cost of private landowners, and the state should provide compensation when regulations result in loss of beneficial property use

Maintains existing restrictions prohibiting habitat conservation account funds from being used for staff positions, overhead expenses, or operation/maintenance of acquired areas
