Allows district commissions to use simplified bid quotation procedures for clean energy equipment and supplies purchases between $50,000 and $250,000 per month, bypassing standard sealed proposal requirements

Adds new competitive bidding exemptions for purchases involving common utility facilities and for energy projects when governing bodies determine expedited procurement is needed for proprietary technologies, reliability standards compliance, or grid reliability threats

Increases the maximum contract award above estimated cost from 15% to 25% for all public utility district contracts
