Establishes the "Strengthen Washington Homes Program" to provide financial grants to property owners, building contractors, and nonprofit organizations for wildfire risk mitigation on residential dwellings meeting Insurance Institute for Business and Home Safety wildfire prepared standards

Creates the Strengthen Washington Homes Program Account in the state treasury to fund the program, with the Insurance Commissioner authorized to accept donations, federal funds, and legislative appropriations

Prohibits insurers from using wildfire risk as a disqualifying factor for property insurance coverage if the property has a current wildfire prepared home, wildfire prepared neighbors, or equivalent designation from IBHS

Authorizes the Insurance Commissioner to conduct localized pilot projects, adopt rules for grant eligibility and distribution, and establish contractor criteria for mitigation work

Allows unexpended funds from the Insurance Commissioner's regulatory and fraud accounts to be transferred to fund the program account
