Exempts information about sex designation and sex designation change requests from public disclosure under Washington's Public Records Act, adding this to existing exemptions for student records, taxpayer information, and other protected personal data

Prohibits the Department of Licensing from sharing a person's sex designation records without the individual's consent for a specific purpose, and requires credentials issued after a sex designation change to show only the current designation with no indication a change occurred

Requires the state registrar to seal all supporting documentation related to sex designation changes on vital records, making these documents confidential and protected from public inspection

Allows the department to deny data requests if there is reasonable possibility the information could be used to cause harm, disenfranchisement, or disparate impact to the data subject

Takes effect January 1, 2028
