Joint Legislative Audit and Review Committee must complete a systemic performance audit of fraud in Washington's financial aid programs using existing resources

Audit must determine the number of fictitious students enrolled/denied/disenrolled, trends in fraudulent enrollments, and amounts of federal, state, and local financial aid provided to fictitious students

Study must identify systemic weaknesses exploited to enroll fictitious students, including the use of artificial intelligence for fraud purposes

Report due to legislature by December 1, 2027, with recommendations for statutory and regulatory changes to protect financial aid from fraud

Section expires July 1, 2028
