Creates the P20W public-private partnership account to fund coordination between state government and philanthropic organizations across the education-to-workforce continuum (prekindergarten through grade 20 to workforce)

Directs the Office of Financial Management to contract with nonprofit organizations to identify existing P20W initiatives across state agencies and facilitate alignment with philanthropic funding priorities

Requires creation of a public-facing P20W data dashboard by November 1, 2027, showing student outcomes disaggregated by disability status, English learner status, race, and income level

Mandates an advisory group submit recommendations to the legislature by July 1, 2027 on coordinating philanthropic contributions, improving data use, increasing postsecondary access, and easing educational transitions

Account provisions expire July 1, 2030, with replacement provisions taking effect on that date
