Shifts the quality assurance fee rate calculation for ambulance transport providers from an annually recalculated rate to a fixed rate, locking in the rate in effect as of July 4, 2025, for fiscal years beginning July 1, 2026 and thereafter

Changes how payment adjustments are made when actual fees differ from projected amounts by more than 1%: after July 1, 2026, the authority will adjust the quality assurance add-on rate rather than the quality assurance fee rate itself

Requires the Health Care Authority to calculate Medicaid fee-for-service add-on payments annually based on previous fiscal year data, rather than using projections locked in from June 2021

Maintains the existing quarterly fee assessment structure for ambulance transport providers, with fees based on emergency transport volume from two quarters prior

Clarifies the definition of annual quality assurance fee rate as being calculated as a percentage of annual gross revenue for participating ambulance transport providers
