Requires the Department of Natural Resources, Fish and Wildlife, Ecology, Forest Practices Board, Labor and Industries, and Commerce to include agricultural impact statements in proposals for legislation, rules, or policies that significantly affect agriculture, analyzing economic impacts, alternatives, and mitigation measures

Establishes a fiscal note process through the Office of Financial Management to assess the impact of proposed legislation on agricultural entities, with reports due within one week of request showing two-year and six-year cumulative forecasts

Mandates mitigation when agency actions result in loss of agricultural land use, following a sequence of avoidance, minimizing impacts through replacement acreage, or financial compensation from the habitat conservation account

Requires cities, towns, code cities, and counties to complete agricultural impact statements within 30 days of annexation filings or before adopting zoning amendments that change agricultural designations, with a 3:1 mitigation ratio for farmland losses when adjacent farmland is unavailable

Amends the Growth Management Act (RCW 36.70A.110 and 36.70A.130) to require agricultural impact statements before revising urban growth areas that contain land currently zoned for agricultural use
