Amends RCW 46.04.169 to clarify that electric-assisted bicycles cannot exceed 20 mph on electric motor power alone and excludes vehicles modified or designed to exceed e-bike speed/power limitations from the definition

Requires the Department of Licensing to convene a work group to study and recommend a new statutory framework for electric motorcycles, with authority to contract third-party consultants

Work group membership includes representatives from DOT, Washington Traffic Safety Commission, State Patrol, Cooper Jones active transportation safety council, cities, counties, parks/recreation associations, and active transportation nonprofits

Work group must address electric motorcycle definitions/classifications, registration and licensing fees, driver education and minimum age requirements, rules of the road, equipment requirements, and penalties for deceptive marketing and e-bike tampering

Final report with recommendations and draft legislation due to the governor and legislative transportation committees by December 15, 2026
