Prohibits providers from collecting precise geolocation data from known minors, displaying targeted advertising with unlawful material to them, or selling/sharing their personal information except for legal compliance or security purposes

Mandates providers develop strategies to prevent minors' exposure to harmful content including self-harm, eating disorders, substance abuse, bullying, sexual exploitation, and incitement of violence

Authorizes the Attorney General to investigate violations and seek injunctions, with civil penalties up to $10,000 per violation of an injunction order

Allows parents or legal guardians of affected minors to bring civil actions for declaratory or injunctive relief, but does not create a general private right of action for damages
