Removes the requirement that state funding for physical, social, and emotional support staff (nurses, social workers, psychologists, counselors, safety staff, parent involvement coordinators) be allocated only proportionate to districts' actual staffing ratios

Repeals RCW 28A.300.476, which required reporting on physical, social, and emotional support staff ratios and was set to expire June 30, 2030

Retains the requirement that additional funding for paraeducators, office support, and noninstructional aides be used to support increased staffing, prevent layoffs, or increase salaries for those staff types in the 2024-25 school year

Amends RCW 28A.150.260, the state's basic education funding allocation formula, to give school districts more discretion in how they spend state allocations for support staff positions
