Superintendent of public instruction must provide enrollment stabilization payments to local education agencies (school districts, charter schools, state-tribal compact schools) in 2026-27 and 2027-28 if their state revenue falls below what they would have received using 2025-26 enrollment levels

Stabilization amount equals the difference between what the agency would receive using 2025-26 enrollment figures and what they actually receive in the current year

Combined state revenue includes general apportionment, special education, learning assistance, transitional bilingual, highly capable, career/technical education, institutional education, dropout reengagement, alternative learning experience, and Running Start allocations

Enrollment stabilization funds are not part of basic education funding but may be used for any allowable cost within covered programs

Provision expires July 1, 2028
