Expands the definition of "rural county" for public facilities funding eligibility to include three categories: counties with population density under 100 persons per square mile, counties with 100+ persons per square mile but no city over 75,000 population, or counties smaller than 225 square miles

Amends RCW 43.160.020 (Community Economic Revitalization Board chapter) and RCW 82.14.370 (rural county sales and use tax authority) to apply the expanded definition consistently

Previously, rural county was defined only as having fewer than 100 persons per square mile OR being smaller than 225 square miles; the new middle category allows more populous counties without large cities to qualify

Office of Financial Management determines rural county status annually, with the Department of Commerce publishing the determination for the July 1st to June 30th period

Affects county eligibility for the 0.09% rural county sales and use tax that funds public facilities, economic development, and affordable workforce housing infrastructure
