Creates a new laboratory accreditation account in the state treasury to receive fees collected under RCW 43.21A.230, with expenditures restricted to laboratory accreditation program activities

Requires fees collected by the Department of Ecology for hydrofluorocarbon (HFC) regulation under chapter 70A.540 RCW to be deposited into the air pollution control account

Amends the air pollution control account to add HFC program fees (RCW 70A.540.120 and 70A.540.130) as designated revenue sources

Restricts HFC-related fee revenues to be used only for implementing chapter 70A.540 RCW (the state's hydrofluorocarbon emission reduction program)

Department of Ecology and local authorities retain authority to assess fees necessary to recover direct and indirect costs of implementing environmental programs
