Requires the Department of Labor and Industries to adopt rules for factory built housing and commercial structures based on national consensus standards published by the International Code Council, Inc. for off-site construction planning, design, fabrication, assembly, inspections, and regulatory compliance

Removes the requirement that qualified inspection agencies operate under contract with the department, instead allowing them to be approved by the department to perform inspections

Establishes criteria for qualified inspection agencies: must be objective, competent, independent from companies being inspected, disclose conflicts of interest, have adequate equipment, and employ experienced personnel with appropriate certifications

Recognizes International Code Council certification as meeting personnel qualification requirements for inspection agencies

Updates code references from "uniform building code" to "international building code" to align with current national standards
