Information submitted to Washington Technology Solutions (WaTech) for digital experience platform services is exempt from public disclosure and copying under the Public Records Act (RCW 42.56)

Adds a new definition of "digital experience platform" to include online systems, applications, or websites through which people find, access, interact with, or manage government services

Amends RCW 42.56.230 to add WaTech-submitted information to the list of personal information exempt from public inspection, alongside existing exemptions for student records, taxpayer information, and credit card numbers

Requires state agencies collecting personal information in electronic records to review collected data at least once every five years to justify why it is being collected and for what purpose
