Requires applications for electrical transmission facility certification to include a comprehensive evaluation of all feasible corridors on public lands and a detailed explanation if the route must cross agricultural land

Imposes a "clear and convincing evidence" standard on condemning authorities seeking to take agricultural land, requiring proof of good faith efforts to use public lands first and that no feasible alternative route exists

Awards reasonable attorney's fees and expert witness fees to landowners if a court finds the condemning authority failed to meet the required burden of proof

Amends multiple statutes (RCW 80.50.060, 54.16.020, 35.84.030, 80.32.060) to apply these restrictions to public utility districts, cities/towns, and private electric corporations
