Addresses the practice of "stacking" multiple down payment assistance programs, which the legislature finds has reduced the overall reach of these limited public investments

Applies the restriction across three existing programs: the community reinvestment account, the housing trust fund, and the covenant homeownership program (which provides assistance to address racial homeownership disparities)

Homebuyers who apply for assistance under multiple state-funded programs or for multiple grants/loans under one program are only eligible to accept one state-funded offer

Aims to expand homeownership access to more first-time buyers by distributing limited resources across a greater number of qualified applicants
