Increases the threshold for state highway work that can be performed by state forces from $60,000 to $100,000 for routine construction, alteration, repair, or improvement projects

Raises the emergency work threshold from $100,000 to $160,000 when delays would jeopardize a state highway or endanger the traveling public

Increases the small business contracting threshold from $100,000 to $160,000, allowing the Department of Transportation to use simplified bidding procedures for contracts benefiting small businesses and veteran, minority, and women contractors

Amends RCW 47.28.030 governing state highway construction contracting rules
