Requires new facilities operating after July 1, 2026 to use 80% renewable/nonemitting electricity by 2031 and 100% by 2036, with generation facilities that commenced operation on or after January 1, 2026

Imposes a $0.005 per kilowatt-hour annual fee on facilities, with 60% of proceeds funding low-income energy assistance and weatherization programs, and 40% supporting higher education programs in AI, quantum computing, and career services

Excludes emerging large energy use facilities from receiving benefits of no-cost carbon allowances allocated to utilities starting in calendar year 2027, and requires facilities to participate in demand response programs for their marginal load (at least 2% of maximum contract demand)
