Removes the emissions exemption under Washington's Climate Commitment Act (RCW 70A.65.080) for coal-fired electric generation facilities, effective for emissions occurring on or after January 1, 2026

Eliminates the prohibition on state agencies imposing greenhouse gas emission standards on coal plants operating after December 31, 2025, if those plants remain in operation past the agreed closure date under RCW 80.80.100

Repeals two existing tax exemptions (RCW 82.08.811 and 82.12.811) that provided sales and use tax exemptions for coal used at coal-fired thermal electric generation facilities

Declared an emergency measure, taking effect immediately upon passage rather than the standard 90-day waiting period
