Prohibits speculative ticket sales (selling tickets not actually possessed), listing tickets before public on-sale, and reselling fan club presale tickets

Mandates all-in pricing disclosure showing total cost upfront, disclosure that site is a reseller (not official seller), and display of original face value alongside resale price

Establishes civil penalties of at least $1,000 per day plus $1,000 per ticket or three times the ticket price, requires $25,000-$100,000 surety bonds for resellers, and takes effect July 1, 2027
