Amends RCW 35.02.020 to allow county legislative authorities in counties west of the Cascade mountains with populations between 900,000 and 2,000,000 to file city incorporation petitions by ordinance without gathering resident signatures

County-initiated incorporation petitions are permitted only when the proposed area is fully contained within the urban growth boundary and has a population exceeding 25,000

Standard incorporation petitions still require signatures from at least 10% of registered voters residing within the proposed city or town boundaries

Incorporation petitions must be filed with the county auditor within 180 days of the required public meeting on the proposed incorporation
