Establishes an abortion savings program to provide grants to organizations that offer direct patient abortion clinical care services for individuals who are uninsured, underinsured, or unable to use insurance due to privacy concerns

Imposes an annual coverage assessment on health carriers offering plans on the health benefit exchange: $0.82 per coverage month for the first year (due March 1, 2027), then $0.165 per coverage month annually thereafter

Creates the abortion savings account in the state treasury to receive assessment revenues, with at least 85% of appropriated funds required to be awarded as grants to eligible organizations

Prohibits health carriers from passing the assessment costs to enrollees through premiums, rates, or plan design changes

Protects identifying information of grant recipients, their staff, health care practitioners, and patients from public disclosure under state public records law
