Replaces the term "street youth" with "unaccompanied homeless youth" throughout Washington state statutes governing homeless youth programs, including HOPE centers, crisis residential centers, and street outreach services

Allows homeless young adults under age 21 residing in transitional living programs for unaccompanied homeless youth to continue placement in licensed group care facilities after turning 18, and permits emancipated minors to be considered young adults for program eligibility

Removes the expiration date (July 1, 2026) for the housing stability for youth in courts pilot program and renames it from "youth in crisis" to "youth in courts"

Expands grant fund flexibility by allowing direct financial assistance to be provided to eligible youth and young adults or third-party vendors like landlords to promote housing stability

Transfers collaboration responsibility for the independent youth housing program from the Department of Social and Health Services to the Department of Children, Youth, and Families, with an effective date of July 1, 2026
