Prohibits the Board from adopting any rules modifying stream type buffers until minority proposals and alternative proposals are evaluated and a consensus recommendation is developed

Mandates that any future rule development must consider economic impacts and impacts to small forest landowners

Legislative findings assert the November 2025 rules subverted the Forests and Fish process established in 1999 and would remove over 200,000 acres from productive timber harvest
