Removes the restriction that limited the Department of Labor and Industries' rulemaking authority to only rules "specifically required" to match federal asbestos standards

Expands the department's discretion to establish additional qualifications and requirements for asbestos worker and supervisor certification beyond federal minimums

Maintains existing training requirements: 4-day course for asbestos workers, 5-day course for supervisors, plus annual refresher courses and examinations

Amends RCW 49.26.110, which governs certification requirements for individuals performing asbestos removal and encapsulation work in Washington State
